The Angelus Bell

When is the correct time to commence ringing the Bell for the Angelus?
Am I correct in thinking the bell is rung three times three at the Hail Mary...
And nine times at the Let us pray...

Yes, that seems to be right for this country, but I rather like the German habit of ringing the three threes, and then a peal at the collect. (Not a peal in the English change-ringing sense, but just all the bells crashing together for several minutes). This seems to be the habit in the Rhineland.

You got it right and if you are really daring it should be rung at 6am 12 noon and 6 pm an example of the morning angelus is the musical introduction beginning of the third act of Puccini's TOSCA !

When I Joined our Community we always said the Angelus at Mid day we said three Hail Mary's with the ringing of the bell. ( It was not always possible for all the Community to attend this Office due to work commitments)  other situations may have different traditions to ours and say it at other times, such as after Mass.
